O Que e o Diario da Republica?
The Diario da Republica (DR) is Portugal's Official Gazette — the government publication where all laws, decrees, appointments, and official acts are published. A law does not legally exist until it appears in the DR. It is available free at dre.pt and is one of the most linguistically challenging texts in the Portuguese language. The register is a hybrid of 19th-century formalism and modern legislative drafting.
Preambulo
O crescimento acelerado das plataformas de arrendamento turistico de curta duracao tem suscitado preocupacoes legitimas quanto ao impacto no mercado de habitacao, em especial nos centros urbanos das Areas Metropolitanas de Lisboa e do Porto. O presente decreto-lei visa colmatar lacunas legais identificadas e harmonizar o quadro normativo com as diretrizes europeias em materia de economia colaborativa.
ARTIGO 1.o — OBJETO E AMBITO DE APLICACAO
1 — O presente decreto-lei estabelece o regime juridico aplicavel ao exercicio da atividade de arrendamento de alojamento local em plataformas digitais, sem prejuizo do disposto no Regime Juridico da Instalacao, Exploracao e Funcionamento dos Empreendimentos Turisticos, aprovado pelo Decreto-Lei n.o 39/2008, de 7 de marco, na sua redacao atual.
2 — Ficam excluidos do ambito de aplicacao do presente diploma os contratos de arrendamento habitacional regulados pelo NRAU.
ARTIGO 3.o — OBRIGACOES DAS PLATAFORMAS
As plataformas digitais que facilitem transacoes de arrendamento de curta duracao ficam obrigadas a:
a) Transmitir mensalmente a Autoridade Tributaria e Aduaneira os dados relativos as transacoes realizadas por operadores registados em territorio nacional;
b) Suspender automaticamente os anuncios de operadores cujo numero de registo de alojamento local nao seja valido ou se encontre cancelado;
c) Disponibilizar, mediante requisicao fundamentada das autoridades competentes, informacao relativa a identidade dos operadores.

A Voz Passiva na Legislacao
Portuguese legislation overwhelmingly uses the passive voice and impersonal constructions to create the effect of neutral authority. The law is not the government ordering you — it simply is. Compare:
Active (never used): "O governo obriga as plataformas a transmitir dados."
Passive (standard): "As plataformas ficam obrigadas a transmitir dados." — The platforms find themselves obligated.
The verb ficar + participle is the standard legislative passive: ficam obrigados, ficam sujeitos, ficam excluidos. Master this pattern and legislative Portuguese becomes significantly more readable.
