Sofia Carvalho tinha aprendido, ao longo de vinte e dois anos de carreira diplomática, que articular a posição de um país era muito mais do que traduzir palavras. Articulava interesses, articulava medos não confessados, articulava a distância entre o que um governo dizia querer e o que na verdade estava disposto a aceitar. Essa capacidade — essa arte de articular o inarticulável — era o que a tornava valiosa em negociações onde outros falhariam. Mas nunca tinha enfrentado nada semelhante à crise que a aguardava em Bruxelas naquele março cinzento.

Sofia Carvalho had learned, over twenty-two years of diplomatic career, that articulating a country's position was far more than translating words. She articulated interests, articulated unconfessed fears, articulated the distance between what a government said it wanted and what it was actually prepared to accept. That capacity — that art of articulating the inarticulable — was what made her valuable in negotiations where others would fail. But she had never faced anything like the crisis awaiting her in Brussels that grey March.

A situação era delicada em grau extremo. Portugal e uma antiga colónia africana encontravam-se num impasse sobre a renegociação de um tratado de cooperação económica que expirara havia dois anos. Os negociadores anteriores não tinham conseguido articular uma proposta que ambas as partes considerassem aceitável. Sofia foi chamada pessoalmente pelo Ministro dos Negócios Estrangeiros, que lhe disse, sem rodeios: — Sofia, precisamos que articules algo que faça as duas delegações sentirem que ganharam sem que nenhuma delas perceba o que cedeu.

"Sofia, we need you to articulate something that makes both delegations feel they have won without either of them realising what they gave up." The situation was delicate to an extreme degree. Portugal and a former African colony were at an impasse over the renegotiation of an economic cooperation treaty that had expired two years earlier. Previous negotiators had been unable to articulate a proposal both parties found acceptable. Sofia was summoned personally by the Minister of Foreign Affairs, who told her plainly:

Nos dois dias antes das negociações, Sofia não dormiu mais do que quatro horas por noite. Releu todos os documentos, todas as actas das sessões anteriores, todos os comunicados oficiais. Procurava articular, na sua mente, o que cada parte realmente temia perder. A delegação portuguesa temia a perda de influência económica; a delegação africana temia que qualquer acordo fosse lido como continuação da dependência pós-colonial. Articular uma saída que não ofendesse nenhum destes medos exigia uma linguagem que ainda não existia completamente.

In the two days before the negotiations, Sofia slept no more than four hours a night. She reread all the documents, all the minutes of previous sessions, all the official communiqués. She sought to articulate, in her mind, what each party truly feared losing. The Portuguese delegation feared the loss of economic influence; the African delegation feared that any agreement would be read as a continuation of post-colonial dependency. Articulating a way out that offended neither of these fears required a language that did not yet fully exist.

A primeira sessão foi um desastre controlado. Ambas as delegações articularam as suas posições com a rigidez de quem recita um texto já memorizado. Sofia ouviu durante três horas sem tomar notas. The first session was a controlled disaster. Both delegations articulated their positions with the rigidity of those reciting a memorised text. Sofia listened for three hours without taking notes. When she was given the floor, she said only: "Tomorrow, I would like to articulate a different proposal. For today, I would ask each delegation to articulate, in private, not what it wants, but what it fears." The African representative looked at her with a mixture of surprise and suspicion. The Portuguese representative cleared his throat. No one said anything for several seconds.

The following afternoon, the delegations met separately with Sofia. What she heard in the two private sessions confirmed what she already suspected: the fears were, in essence, articulable from a common starting point — the desire of both countries not to repeat the past, each for opposing reasons. Sofia took dense notes. She left the private meetings with the feeling of one who begins to articulate, mentally, the first draft of an architecture of compromise.

Leu o documento em voz alta para si mesma — um hábito antigo — para verificar se cada frase articulava com clareza o que pretendia.

She worked through the night to articulate a proposal that replaced the language of dependency with the language of strategic partnership. Each clause was articulated with the care of one who knows that the words in a treaty outlive the intentions of those who wrote them. She articulated the proposal in such a way that each party could, in good faith, present it to their governments as a victory. When she finished, it was four in the morning. She read the document aloud to herself — an old habit — to verify that each sentence articulated clearly what she intended.

— Dra. Carvalho — disse-lhe o seu assistente, Bernardo, ao telefone, às seis da manhã —, o representante africano pediu uma reunião informal antes da sessão plenária. Aceita? — Aceito — respondeu ela. — Diz-lhe que nos encontramos no café do hotel às oito. E Bernardo: não menciones a proposta a ninguém ainda. Preciso de articular alguns pormenores antes de a apresentar formalmente.

"Dr. Carvalho," said her assistant Bernardo on the phone at six in the morning, "the African representative has asked for an informal meeting before the plenary session. Do you accept?" "I accept," she replied. "Tell him we meet at the hotel café at eight. And Bernardo: don't mention the proposal to anyone yet. I need to articulate a few details before presenting it formally."

O representante africano, o Dr. Adama Diallo, chegou ao café com o cuidado de quem não quer ser visto a reunir-se em privado. Sentou-se em frente a Sofia, pediu chá e disse: — Dra. Carvalho, vou articular algo que não direi em sessão plenária. O meu governo quer este acordo. Mas não pode ser visto a querer demasiado. Sofia entendeu imediatamente o que ele não articulara mas comunicara: precisava de um texto que lhe desse cobertura política sem parecer uma concessão.

"Dr. Carvalho, I am going to articulate something I will not say in plenary session. My government wants this agreement. But it cannot be seen to want it too much." Sofia understood immediately what he had not articulated but had communicated: he needed a text that gave him political cover without appearing to be a concession. The African representative, Dr. Adama Diallo, arrived at the café with the caution of one who did not want to be seen meeting in private. He sat opposite Sofia, ordered tea and said:

Bernardo aproximou-se e disse-lhe em voz baixa: — Soube articular o impossível. Ela abanou a cabeça levemente. — Articulei o que já estava lá. Só precisava de encontrar as palavras.

Sofia's proposal was accepted in the third plenary session, with minor amendments that both parties articulated as their own contributions — which was, in itself, a victory for everyone. The agreement was signed in a brief, austere ceremony. While the representatives exchanged pens and smiles for the cameras, Sofia stood leaning against the window on the far side of the room, watching. Bernardo approached and told her quietly: "You knew how to articulate the impossible." She shook her head slightly. "I articulated what was already there. It only needed words to be found."

De regresso a Lisboa, Sofia escreveu um relatório interno sobre o processo de negociação. No final, acrescentou uma nota pessoal que sabia que ninguém leria com atenção mas que sentiu necessidade de articular na mesma: «O fracasso de articular um compromisso raramente se deve à falta de vontade das partes. Deve-se, quase sempre, ao facto de ninguém ter encontrado ainda a linguagem que permita que cada parte sinta que o acordo não a diminui. Articular essa linguagem é o verdadeiro trabalho da diplomacia.»

Back in Lisbon, Sofia wrote an internal report on the negotiation process. At the end, she added a personal note that she knew no one would read carefully but felt the need to articulate nonetheless: "The failure to articulate a compromise is rarely due to lack of willingness on the part of the parties. It is, almost always, due to the fact that no one has yet found the language that allows each party to feel that the agreement does not diminish them. Articulating that language is the true work of diplomacy."

Meses depois, o acordo entrou em vigor. Os dois países anunciaram conjuntamente um programa de intercâmbio académico e um fundo de investimento partilhado — exactamente o tipo de linguagem de futuro que Sofia articulara nas longas horas daquela noite insone em Bruxelas. Ela leu a notícia no seu gabinete em Lisboa sem expressão especial. Havia já outra crise em formação algures, outra linguagem por articular, outro espaço entre o que se diz e o que se quer verdadeiramente dizer. Sofia fechou o jornal e abriu a pasta seguinte.

Months later, the agreement entered into force. The two countries jointly announced an academic exchange programme and a shared investment fund — exactly the kind of future-oriented language Sofia had articulated in the long hours of that sleepless night in Brussels. She read the news in her Lisbon office without particular expression. There was already another crisis forming somewhere, another language to articulate, another space between what is said and what is truly meant. Sofia closed the newspaper and opened the next folder.
