Uma Proposta Inesperada

Beatriz era arquiteta e sabia que o convite da Câmara Municipal tinha algo de armadilha: pediram-lhe que propusesse um plano de reabilitação para um bairro degradado perto do Martim Moniz, mas não lhe disseram claramente o que esperavam. Ela propôs a única coisa que acreditava ser justa: um projeto que integrava habitação a preços acessíveis, comércio local e espaços verdes, numa zona onde a especulação imobiliária ameaçava expulsar os moradores que ali tinham vivido a vida inteira. A proposta era ambiciosa e ela sabia que ia gerar resistência. Propôs-a na mesma.

Beatriz was an architect and she knew that the City Council's invitation had something of a trap to it: they asked her to propose a rehabilitation plan for a run-down neighbourhood near Martim Moniz, but they did not tell her clearly what they expected. She proposed the only thing she believed to be just: a project integrating affordable housing, local shops and green spaces, in an area where property speculation threatened to drive out residents who had lived there their whole lives. The proposal was ambitious and she knew it would generate resistance. She put it forward anyway.

Na reunião pública, a sala estava cheia e o ar estava tenso. Um promotor imobiliário levantou-se e opôs-se com firmeza ao plano, argumentando que o que Beatriz propunha era economicamente inviável — que os custos eram irreais, que o mercado não suportaria aquela lógica. Beatriz ouviu-o até ao fim. Depois respondeu com dados: o projeto que propunha custaria menos a longo prazo do que as intervenções pontuais que tinham sido feitas até então, e os números estavam na tabela à sua esquerda. Propôs também um modelo de participação comunitária, porque sabia que era essa a parte mais difícil de aceitar: os moradores deviam ser incluídos nas decisões desde o início, não apenas consultados no final quando tudo estava já decidido.

At the public meeting, the room was full and the air was tense. A property developer stood up and firmly opposed the plan, arguing that what Beatriz proposed was economically unviable — that the costs were unrealistic, that the market would not support that logic. Beatriz listened to him until the end. Then she responded with data: the project she proposed would cost less in the long run than the piecemeal interventions that had been made until then, and the figures were in the table to her left. She also proposed a model of community participation, because she knew that was the hardest part to accept: residents should be included in decisions from the beginning, not merely consulted at the end when everything had already been decided.

A proposta foi aprovada com alterações menores — menos espaço verde do que Beatriz tinha proposto, mas os princípios essenciais intactos. Dois anos depois, quando as obras começaram no bairro, ela foi lá com a filha numa tarde de sábado. Uma moradora reconheceu-a na rua, veio ter com ela e apertou-lhe as mãos sem dizer muito. Não era necessário dizer muito. Beatriz olhou para o bairro — para os andaimes sobre os edifícios que tinham estado a degradar-se há décadas, para as crianças que brincavam num espaço que antes era um terreno baldio — e percebeu o que propor verdadeiramente significa: não é apresentar uma ideia, é defender o que se acredita ser justo até o chão começar a mudar.

The proposal was approved with minor changes — less green space than Beatriz had proposed, but the essential principles intact. Two years later, when the works began in the neighbourhood, she went there with her daughter on a Saturday afternoon. A resident recognised her in the street, came over to her and held her hands without saying much. There was not much to say. Beatriz looked at the neighbourhood — at the scaffolding over buildings that had been deteriorating for decades, at the children playing in a space that had been wasteland before — and understood what proposing truly means: it is not presenting an idea, it is defending what you believe to be just until the ground begins to change.
